Catalina OS automatically launches System Preferences on startup, this slows startup down considerably, how can I stop this?

It shouldn't unless you leave it open on shutdown or it somehow was added to System Preferences > Users & Groups > Login Items.
Neither applies, I turn it off as soon as I'm able to and it is not even an option in Login Items...
Magic, took 2 restarts, first in safe mode and then in normal, problem gone. Many thanks!
