My daughter put a passcode on her ipad then forgot it. I ended up with a completely disabled ipad. When I tried to enter recovery mode, I kept getting the disabled screen.
Finally, I tried entering recovery mode using an older computer. Finally, success!
New computer, 2017 Dell with Windows 10, current iTunes
Old computer, 2009 MacBook with OSX 10.13.6

I solved it myself. I just wanted to make a discussion because all of the other discussions failed to suggest trying another computer. One post said to try NOT using USB 3. Thank you.
