Itunes onPC no longer sees iphone with ios13.3

I have an iPhone 6+ with IOP 13.1 and a PC with Windows 10 and iTunes 12.10.3.1. I downloaded this version of iTunes recently. Now iTunes doesn't see my phone. My computer does as I can see the phone and download pictures on it.

What is going on with Apple? I try to see if there is a newer version of iTunes but the download site doesn't publish the version. What do I do? I have tried rebooting both devices. Doesn't Apple believe in backward compatability?
