How does Profile Manager work?

I want to create a Profile to control two settings so that my users cannot change them. Those settings are:

Energy Saver, Turn display off after 15 minutes

Security and Privacy, General Require password 1 minute after sleep or screen saver begins.


All I know is that I need to install Server in order to create a Profile. So I installed Server. That makes me nervous since I have absolutely no desire to have my laptop be a server in any way. But there it is, and I found Profile Manager. Nothing from there is at all helpful, though.


This page <https://support.apple.com/guide/profile-manager/intro-to-profile-manager-pm9cz84lqi/mac> says it's possible to create a profile for manual distribution, which is what I want to do. But there's no indication in the documentation or in the Profile Manager of how to do that.


By clicking a button that said it's ok to make my password less secure (!!!) I was able to get to a localhost website for Profile Manager. But I can't find anything there to let me control System Preferences settings. None of the documentation linked to from the Intro page seems helpful.


Can someone link me to some documentation on how to create a profile to meet my needs?
