I would be leery of anything from a store in Uzbekistan. Several recent reports of "new" machines not only used but provisioned in a Enterprise management system.

Reporting an Item to the Web Master:
If it is being sold online, and looks suspicious, report it to the Web Master. Pretty much it would say “flag this post”.
Without having the actual item in hand to see that it correctly starts up to the factory setup sequence, there is no way to know. Any photos could be of a completely different phone, and you get sent a stolen, activation locked phone.
If in doubt for any reason, do not buy.

I've purchased multiple used Apple products, and the short answer is no.
Your best bet is to ask the seller (if able) to provide as much detail about the device you are interested in. If you're buying in person, make sure to test it out first and check iTunes/iCloud and try to log in. For safety reasons, I wouldn't recommend using your own Apple ID.
If you do end up purchasing a product that wasn't as advertised, I know eBay and Mercari both have excellent customer service representatives that will work to get you a refund.
No; some crimes go unreported, but people should be careful about items being sold for an unusually cheap price or from sellers without good track records.
