iCloud vs iPhone storage discrepancy

I have the same number of photos on my iPhone and in my iCloud, however the amount of space they take up is vastly different. In iCloud it says I use 35GB for photo storage, but on my phone my photos are only 2.2GB of my storage.


I thought that maybe my iCloud had more photos in it, for example maybe things were getting uploaded before I deleted them, but the number of images in both places is the same.


Why are these numbers so different? My phone has 128GB and my iCloud has 50GB so I would rather the bulk be on my phone, is there a way to get those numbers to switch?
