iphone 7 repair program for no service issue

Hi, I bought my iphone 7 in Nov 2016.

And I got No service problem since last year September.

I couldn't fix my phone because of region problem, and i will visit Genius Bar next week.

But it said, it's only for 3 years after retail sail(free of charge). Can't i take this repair program although after 3 years?

If not, how much for repair No Service problem? Please let me know!
