Looking to create my own mail template or stationary with basic formatting and outline to write monthly minutes for a group. After searching on internet and apple support, it appears 5 or more years ago there may have been a feature.

That feature was discontinued I believe. However, there are other apps you can use and then attach that as a .pdf to an email.

Apple entirely removed Mail Stationery support from Apple Mail in Mojave and beyond — so not possible. Use a plain-text email, or attach a one-page PDF with the recorded minutes.
