wifi calling on other devices when iphone NOT nearby will not enable

The carrier is ATT. Numbersync with apple watch works fine. Calling on other devices when iPhone is nearby works fine. When attempting to enable wifi calling on other devices (for when the iphone is NOT nearby( one can slide the button over in settings, cellular, add wifi calling for other devices and green is shown on the button. Two things happen. 1 wifi calling on other devices does NOT enable, 2 if one closes that setting pane on the iphone and returns to it, the button goes back to off.

a) it worked fine before upgrading iphone (moved the sim), apple store upgrade and wifi calling on the iphone itself works.

b) consulted with ATT over phone for a long time no issue discovered with appearance on att net.

c) everything signed in identically to icloud account including facetime, imessage, etc

d) sim removed and put back in iphone, no change, power cycled phone, etc.

e) wifi calling turned off completely with att turned back on, still fails.

f) ios 13.3, catalina 10.15.2 on macs

g) carrier version 40.0

the solution to this problem was to replace the sim card which was transferred from my old iphone when I upgraded. The ATT tech support guy argued against this saying "the phone is still under warranty, get Apple to replace it". Finally he agreed to replace the sim, and all was well. There was another issue, just as subtle, which was the free ATT call protect feature was not working, even though it was enabled. All fixed.

Hello eesand and welcome to Apple Support Communities.

I see you are having some issues enabling Wi-Fi calling from other device using your cellular account.

Make a call with Wi-Fi Calling - Apple Support

When enabling this service you should be taken to a page maintained by your carrier to accept terms and conditions. Your carrier will be the best source of info on this.

Cheers.

thanks again for your response. I worked extensively with ATT on this. No solution was determined. Everything on their network appeared normal. I'm hopeful by posting here that someone else has run in to this and found the solution. I'm suspicious of some sort of icloud issue with respect to the iphone itself, one step taken of course was to sign it out and in of icloud, reset network settings, etc, zilch. Just to reclarify, wifi calling on the iphone works great, receiving and making calls using other devices when the iphone is nearby also works fine. What doesn't work is wifi calling on other devices when the iphone is NOT nearby. Thanks for your input.
