Boot from pcie ssd on pcie buss not working on 2019 Mac Pro

If I do a clean install on the M.2 SSD, which is installed on a pcie card, and create a user account, I can log into iCloud and the App Store with no problem. As soon as I migrate from my 2010 Mac Pro, the whole thing goes Squirrley. When I restart set up runs every time I restart. I cannot log Into the App Store or iCloud. Catch

If I try to boot into safe mode it absolutely will not boot into safe mode neither from that SSD north from the internal SSD also won’t boot into safe mode.

I am kind of at my wits end here.

OK, great, let's start by deleting these files & restarting...

~/Library/LaunchAgents/com.movavi.screencapturestudio3.screencapture.startup.plist

/Library/LaunchAgents/com.google.keystone.agent.plist

/Library/LaunchAgents/com.softraid.SoftRAIDMonitor.plist

/Library/LaunchDaemons/com.softraid.softraidd.plist

/Library/LaunchDaemons/com.cleverfiles.cfbackd.plist

~ tilde indicates hidden Home Library.

Apple hid the Users' Library folders...

Method 1:

1 From the Finder, select the Go menu at top of the screen, and choose Go to Folder.

2 In the window that opens, enter ~/Library, and click Go.
