The swipe bar on my iPhone 11 Pro Max disappears from time to time and will not let me swipe up on my lock screen and or an app. What is this and how can I keep it from happening ?

Have you tried restarting your phone since this started happening?
Make sure that the iOS is up to date on your iPhone as well.
Update your iPhone, iPad, or iPod touch
