iPad locked up screen showed Apple support to call phone number they asked my iPad serial number and wanted $ 154.00 service charge to remove spyware was this apple or was it criminal

Does giving your serial number to a caller let them have access to your iPad

No, giving them the serial number does not allow access. That sounds like you saw some type of flash SMS that contained a fake Apple Message. Did you provide any of your account information to them? If not, what were you doing when this message appeared? If on the web with Safari, go into Settings and clear your History and Website Data, then restart the iPad. You should be alright.
