Apple Stocks app can't download!

WiFi is working, able to download any other app from App Store & any other Apple app from the App Store.

Loading the Stocks App I have gone back to factory settings with my wife's iPhone XR and after re starting I tried to load the Stocks App but it says Stocks Unavailable-Stocks isn't connected to the internet. Go online to get started. I have tried all different ways from a Restart to Reset Network to deleting the App. Can you help? James
