I bought an iPhone off of someone on letgo and the iPhone 7 had the iCloud lock on it I tried to ask for the information but they blocked me so what do I do and your website not really helping at all

If the activation lock is not turned off, the phone can't be used with another Apple ID, sorry.
Only the previous owner can do that, check this article about it:

Apple Support might be able to help, but you'll have to show them the original purchase receipt.
