My iPhone won't let me download free apps without loading a payment option

So my phone wont let me down load apps no even the free one it keeps asking to verify my billing information it has been the same one always the information its correct and it still doesent let me download nothing!! I even reset the phone nothing What Can I Do??? My wallet function right and everything it just that
