Wrong keybord layout with external PC Keyboard (Swedish)

Although I have selected the appropriate layout below, pressing the < key produces an § and vice versa. Why? I've tried resetting the SMC of the Macbook Pro Retina mid 2014, Catalina 10.15

I'd actually like to use the "Svensk" layout, so when I chose it (not pictured above), the top left key produces < and the bottom left key produces §. It should be the other way around on a Svensk layout.


Installing Karabiner Elements made they Keyboard assistant appear and resolved this issue (when using the option to write config to default in the preferences), however uninstalling Karabiner Elements brought the problem back.

When you have "svensk" in the "flag" menu at the top right of the screen, does your internal keyboard behave correctly, as shown below?



But then the external one has the keys exchanged?

This problem only showed up recently, I have used this keyboard for many months.

I've tried changing in the flag menu on top of the screen. I've seen and tried everything on that link you posted, including resetting SMC, and


sudo open /System/Library/CoreServices/KeyboardSetupAssistant.app/Contents/MacOS/KeyboardSetupAssistant


produces


KeyboardSetupAssistant[5405:436045] No unknown keyboard connected - terminating.
