I wish to be able to turn off CEC on the Apple TV 4K.

My problem exactly. CEC was working fine until ATV4 came along. I have CEC disable on almost all componets execpt for the TV and receiver for ARC purposes. Bought Lindy HDMI CEC Less Adapter witch just disables pin 13 (CEC) on the HDMI cable.

That doesn't stop CEC completely, but I fix it using Lindy HDMI CEC Less Adapter.

You can disable this in Settings > Remote > Turn On TV
That does not seem to help. My amplifier still automatically tells the TV to change HDMI every time I try to choose apple tv on my amp.
Funny thing was that everything worked fine until I reset the ATV to factory settings and upgraded it. Now only turning HDMI control off on my amp (Pioneer VSX828) enables me to choose ATV, but on the other hand it disables my ARC. I tried to look for downgrade possibility for the ATV, but it seems that Apple only lets the latest TVos to be downloaded.

But my system (including Atv4) was working fine before I did the factory reset and upgrade. I also bought cec canceling adapter and will test it tomorrow.
To continue a bit. I don't get what is the point of having an on/off setting for controlling other devices if setting it off does not actually set the control (aka cec in this case) off.
