Apple claims that iPhone 6 supports Apple Watch series 2, but after pairing the Watch app keeps requesting an update of iOS which is not possible, as iOS 13x is not supported by iPhone 6.
Please help.

I suspect you have paired the watch with a newer phone first?
If so your watch has a newer version of Watch OS than the phone supports.
I would suggest you contact apple care they might be able to help you find a solution

You're right. The watch has been paired with an iPhone 7, but shouldn't resetting the watch to factory settings erase that and revert to the older (and iPhone 6 compatible) watch OS?
No, you can't. As far as I know, the only way to downgrade an apple watch is to send it to an apple repair center.
That's why I advised you to contact apple directly
