I see that you've deleted some photos from shared albums, but they still appear on other devices. I'll be happy to help out.
Is your Mac successfully connected to Wi-Fi? This will ensure that the connection to iCloud is reflected on other devices. Also, restart the Mac and check Photos again to ensure it was successfully deleted from the app.
If it's still not deleting, check Cloud.com using a browser on a computer. If it appears there, try deleting it from the site then see if it is reflected on other devices as well. If not, are other pictures affected as well?

Thanks for reaching back out. On the Mac, try creating a test user account to see if the issue persists. Creating a test user account can help determine if the issue is caused by third-party software: How to test an issue in another user account on your Mac. Be sure iCloud Photos is set up in this user account: et up and use iCloud Photos - Apple Support.
If you are able to delete and add photos and it uploads to iCloud Photos without an issue, then follow the steps under "If you can't upload photos from your Mac" here: About the status bar in Photos for macOS - Apple Support.

I have now deleted the album completely from Photos on my Mac. But it had no effect on the iCloud version. So I have now tried to delete the album directly in iCloud. However, the best I can do is delete all the photos in the album but the album is still there and the trash symbol is greyed out, not letting me delete the album. Am I misunderstnading something because this is a shared album ?
I have now deleted all my shared albums from Photos on my Mac and I will start again.
However, I created a real album on photos with 700 photos in it. After 5 hours only 5 pictures had appeared on iCloud. Then overnight all the rest suddenly appeared. I have seen this sort of behaviour before. There seems to be no rhyme nor reason to Apple photo syncing. What is going on.
I'm not sure I believe your analysis. Of course the time depends on the file sizes and upload bandwidth, but I see such erratic behaviour that's not explained by that. As I said, it took 5 hours to upload 5 pictures (2MB each), then did nothing for hours, then suddenly 700 pictures arrived. My internet connection is rock solid upload speed of 20Mbits (200Mbit download), never varies. There is something else going on. It is just so indeterminate.
Subsequent to posting that message I have ascertained that deleting photos from iCloud does indeed delete them from all devices, but I still can’t do it the other way round

I'm happy to hear you were able to delete the shared albums and create new ones. It can take some time, depending on the file sizes of the photos and connection speed, for all photos to upload successfully. Having the iPhone connected to charge and making sure Low Power Mode is off can also help with uploading. If you run into further concern with this, you can Contact Apple Support.
