thinking of buying a refurbished laptop, is it powerful enough?
I'm planning to record videos in full 1080p HD at 60fps -> is that possible on something like this?

If generated-video file sizes are very large that smallish SSD may not do at all.
Once you get MacBook/Pro ~ you'd likely need to upgrade the storage SSD
and also the macOS; at least to High Sierra 10.13.6, maybe Mojave 10.14.6.
Figure later macOS and its APFS 'partition usage' hides actual free space; as
the specs in the ad says there is under 300GB storage, that includes where
macOS and applications have to run. ~ And you'd not get to use full 256GB.
I've a seldom used MacBook Pro 13-inch non-retina with 240GB SSD & 16GB
RAM update, and it seems about half full with only system + included apps.
This one has macOS Mojave 10.14.6, and no saved personal content yet.
You may be able to get an external SSD in powered enclosure, & fast cables.
And have a newer upgrade for the Mac system be run from there.
A 'mac-centric' reseller may be a wise choice; hard to tell how that'd be in Oz.
A good guarantee (a few months+) & better specs you'd need for practical use.
(my main computer is Late 2012 mac mini quad core server, dual HDD, el capitan)
It's not for games, just webcam video with audio coming from dedicated XLR mics.
