Ctrl-tab shortcut no longer cycles tabs

Ctrl + Tab no longer cycles tabs in Safari - instead, this functionality is now bound to (imo. the much more inconvenient) Shift-cmd-left/right, or cmd + [1-9] to directly access one of the first 9 tabs. Any way to go back to to the way of cycling tabs - or do I have to resort to using Chrome / Edge?

I can't find any entry for tab switches in that list. They should all be set to the default option, though - I did a full reinstall just a few hours ago, and haven't messed around with any shortcut options since. I've tried the shortcut with a few other browsers, and it works perfectly well there. Any other suggestions? For the record I'm using Catalina 10.15.2 on an early 2015 13-inch MacBook Pro.
