You can still sync your Mac and iPhone via USB.
see > Use the Finder to sync your iPhone, iPad, or iPod with your computer - Apple Support
For specific instructions on manually syncing photos.
see > Sync photos between your Mac and iPhone or iPad - Apple Support
Note: When iCloud Photos is turned on, no photo syncing options appear when you select Photos in the button bar.

Have your guys/gals seen this read: https://support.apple.com/guide/photos/change-photos-preferences-pht5156cc968/5.0/mac/10.15 In particular, check the small print at "Importing." Is this new to Catalina. I can't say since I don't use Photos.

How about asking your question on the iCloud on my Mac community support forum? I haven't seen a disproportionate number have problems with Photo syncing and Catalina. Go here: https://discussions.apple.com/community/icloud/icloud_on_my_mac
Catalina doesn't sync the photos you ask it to, I and many others have the same problem and Apple aren't doing anything about it.
I'm sure they just want people to pay for their cloud services.
I agree with Rodgermc75, this makes compatibility between my devices defunct and my Apple devices are just useless paperweights.
Actually it looks like it will not update your photos as the circle just spins and spins. But I left my iPad attached for a couple of hours and it did finally download and update my photos. Did the same with my phone and it worked as well. Just takes a long time to update.
No I am not using the iCloud. These are photos in albums that are on my external hard drives through my iMac. Photos show up from my “iMac” on my phone and iPad just like from iTunes. I turned off iCloud. In fact got rid of the memory I had on iCloud.
See the part about "iCloud and the System Photo Library" here: https://support.apple.com/en-us/HT204414
That sounds like you're using the cloud, I don't want to use the cloud. I want to be able to transfer photos directly from my laptop to my phone.......... Like we've been doing for years.
Thanks for your reply, maybe I'll attach my phone and leave it attached for a couple of hours to see if mine gets its lazy ar$e into action.
Thanks for your replies, Donv. The problem is with syncing the iPhone, Catalina refuses to add the selected photo albums even though they are ticked.
There are quite a few cases on the Internet.
You are very welcome. And, ouch!!!
