Trouble using account recovery

I live in Guinea-Bissau and my previous iphone got damaged and cannot be used, it was the only device I had which could receive verification codes, and I had not updated the verification numbers since arriving here. The problem is now that I cannot sign in to my apple ID on my new device as it is asking for a verification code, and when I attempt to go through account recovery and change the verifiable number to a local number, it says my number is invalid, which it is not. The country code is +245.

How can I recover my account?
