I recently moved from an iPhone 5s to an iPhone 11 and all the music i had in my library got downloaded in the new device, but o can’t download any of the playlist. I click the download button and nothing happens.
I still can download other albums and songs not previously added to those playlist

Just to verify, are these playlist in your music library? If so, restart your iPhone and try accessing the playlist once more. Also, go to Settings > Music and make sure Sync Library is enabled as well.
Turn on Sync Library with Apple Music
See if you can download the playlist after that.
Add music to iPhone and listen offline
