iPad doesn’t shutdown with portfolio cover

I have a new iPad and the portfolio cover does not shut it down when I close it. What should I do? It is running down the battery.

Why doesn't iPad turn off when cover closed? I thought when you have a case on the iPad and you close the flap over the screen the iPad would turn off, ie screen goes black so battery is not drained. This does not happen with my iPad mini 6 but it did happen with my iPad mini 5. Couldn't find a way to fix this.

In Settings > Display & Brightness is the Lock/Unlock option enabled?
