Apple India refused to provide me with paid replacement for the glass back but instead asked me 600$ or 42000 inr to get the phone replaced ...is this how apple is providing service in India ??
The rear glass of any iPhone can not be repaired and it must be replaced.
That is how Apple handles case damage anywhere in the world.

More or less. This is kind of a wash for Apple since a warranty repair for those would also be done as a complete swap that would be completely covered.
The value to Apple of any device swapped is that they can reuse the parts to create new service replacements. Once a device is broken that's a part that can't be used to do that.

The back glass can not be replaced. Broken back glass requires replacement of the entire device.
That is not specific to India, it is universal.
