"you do not have permission to access the requested resource" ipad update

I have not used my ipad in a very long time.

In trying update the ios from 9.3.1 to current I receive the error message "you do not have permission to access the requested resource." I'm not certain what to do.

The ipad is directly connected to my PC, all of my equipment is recently updated.

There is no error code to reference, there is no other information.

Any ideas?
