IPhone XS won’t lock

When I press the side button on my iPhone XS to lock it why does it unlock immediately when I swipe up instead of requiring a passcode?

When I am into my phone, the bottom half of it doesn’t work so I gave to turn my iPhone sideways in order to swipe up. Is there anything anyone knows to get swiping up to work again?
