Update payment

My phone won’t let me download any new apps it keeps saying payment failed I have tried to update payment and remove payment but it won’t let me also it is a free app

Help info...

If your payment method is declined in the App Store or iTunes Store - Apple Support

If you can't remove your last payment method or use no payment method with your Apple ID - Apple Support
