Why Am I Being Prompted to Pay Monthly Subscription Fee

I have 2 PCs. One I haven't logged into for awhile. I'm confused! Why can't I install iTunes and simply access music or order new music without paying a monthly fee? I may have missed it, but where on Apple's site does it list fees? VERY VERY VERY DISAPPOINTING!!! In a few days I'll try to access via the first PC but is Apple NOW charging a monthly subscription fee?


Also how do I move the existing music to this new computer? I googled it and it confirms you can transfer but I can't seem to install itunes without paying a monthly fee for apple music. The whole thing is confusing

Subscribing to Apple Music is optional. You can purchase music without paying a monthly fee. You can listen to your music without paying a monthly fee. You can install the iTunes app without paying a monthly fee.
