If the "Duplicate" command in the main menu bar is not grayed out, it should be working. In the albums, where you cannot use it, the command will be dimmed.

The photos should be duplicated, if the command is available, but the copy will not necessarily be added to the album where you are currently working with. The duplicate may not match the rules for the smart album. To find the copy, ctrl-click or right click the photo you just duplicated and use the command "Show in ...". It will depend on your current system version, if you will find the copy side-by-side to the original in the Moments or the "All Photos" album.

Hello, kombuch.

Thank you for using Apple Support Communities.

From what I've read is that you're unable to use the Duplicate function within Photos. I'd like to help. When trying to duplicate the photos, which album are you viewing? Some commands won't work in certain albums. Also, check and make sure that you have enough storage space: How to free up storage space on your Mac

If using iCloud Photos: Manage your iCloud storage

Try also seeing if the issue occurs in a test user account: How to test an issue in another user account on your Mac

Keep me updated.

Cheers!
