Out of Office response in Mail for Mac 11.5: "Internal" vs "External"?

Mail for Mac 11.5 has an option to create "Out of Office.." replies by double clicking on the mailbox. Time limits can be entered. It also provides for separate replies to "Internal" and "External" emails, BUT what defines "Internal"?

Since that's only available for corporate Exchange accounts, Internal means those inside your organization (on the same email domain). External is everyone else.
