Not surprising since it is not waterproof, don't know why you were testing it. You can set it in a cool, dry place like a cupboard for 4 - 5 days and then see if it works correctly or make a Genius Bar appointment and do an out-of-warranty replacement of your iPhone. Did you buy AppleCare + for this iPhone.
That's unfortunate. Why did you decide to test your phone under water? iPhone is water resistant, NOT WATERPROOF. You have voided your warranty as iPhone warranty does NOT cover water damage.
