how to set an admin account
how do you set up an admin account? i cant open the lock in system preferences. if i use other methods eg Boot into Single User Mode it says it cannot find rm /var/db/.AppleSetupDone.

So the only other accounts available to you are not administrative accounts, and the hack-around of re-running the initial setup is not available, nor are the “other methods” you’ve tried that are also all not working? Boot Recovery, back up, wipe, reload, migrate over your apps and data. This install seems rather hosed.
I’d use Recovery and back up, back up again, wipe, load High Sierra, Mojave, or Catalina, that as supported by this Mac, and then use Migration Assistant to reload the data. Something here seems corrupted.
You should already have an Administrator account. Look in Users and Groups. It is possible that the password for this account is the same as the one you startup with. It also possible that the only account you have is the Administrator account.
Just checking, did you mount the drive?
1. Boot into Single User Mode: Start/restart your Mac. As soon as you hear the startup tone, press and hold ⌘ + S until you see a black screen with white lettering. (If you end up back on the login screen after a flash of the black screen with white lettering, enter your password and it will return to the black screen.)
2. Check and repair the drive by typing /sbin/fsck -fy then ↩ enter - as directed by the on-screen text.
3. Mount the drive as read-write by typing /sbin/mount -uw / then ↩ enter.
4. Remove the Apple Setup Done file by typing rm /var/db/.AppleSetupDone then ↩ enter.
5. Reboot by typing reboot then ↩ enter.
6. Complete the setup process, creating a new admin account.
yes including boot recovery, single user, and use terminal in recovery

I checked and mine isn't admin
