Apple Pay not working for my 15 year old

My 15 year old HS his first debit card. He tried to setup Apple Pay but it would not let him because of age. I was reading that 13 is the age teens can start using Apple Pay.

why is this not working.

You may have to change his age and then change it back to the correct day if they Apple ID was created before he was 13. He cannot use Apple Cash until he is at least 18 but should be able to use regular Apple Pay. Try signing out of his Apple ID and back in. if all that fails then go here - Apple Pay Customers
