restoring iphone not working

I tried restoring my iPhone in Catalina which mean I needed to use finder instead of iTunes. I plug my iPhone to my mac and started downloading. The problem occurred when my iPhone opened and I needed to put it back to restoring mode. When my iPhone is connected, the screen prompt up telling me to either update or restore. I pressed the restore button, agree to agreements then both the update and restore button turn gray, unable to press. There was no circle progress button now, just a download or upload icon which I tried pressing but nothing happens. I'm not sure if it's downloading or not. What can I do to fix this.
