i downloaded Turbo tax and when I attempt to open the software it tells me I need OS X 10.13. can I upgrade my operating system to a newer version? and if so how?

The late 2013 iMac Pro (actually all iMac Pros -- sorry I didn't notice that before asking) can be upgraded to the current macOS Catalina if you want. See: How to upgrade to macOS Catalina - Apple Support
What year is your Mac (from Apple menu > About This Mac)?
