Is there a way to partially rotate a video in Imovie?

I need to rotate a movie clip by about 10 degrees to make the horizon level in a video. I have read that this used to be able to be done using MPEG streamclip http://www.squared5.com/svideo/mpeg-streamclip-mac.html when exporting a clip, but that program is 32-bit and isn't compatible with Mojave.


I there another way anyone can suggest? Ideally a free program since it's an amateur video but I would consider paying for a program if it wasn't too expensive and worked easily enough.

iMovie has no feature for partial rotation, like 10 degrees. You can do it with the free app Keynote. It may already be on your computer but, if not, you can download it free from the app store. After you download it, go to the Keynote help menu and type in “rotate” for instructions.
