Help with Shortcuts

When changing the icon of a shortcut on my home screen, I have only two options, colour and glyphs, but I believe some people have the third option of ‘home screen’ in which they can insert a picture from their camera roll? I am on iOS 13.3. Can anybody tell me how to get this third option? I have an iPhone 6s and and iPad 5th gen, neither gives me the option.
