Announce Messages with Siri

What if I don’t see the option to turn on announce text messages with Siri in Notifications? I have both compatible devices (AirPods 2nd Gen & iPhone 8+) I can’t get my AirPods to announce text messages. How can I turn this option on?

iPhone 8 Plus, iOS 13
