Announce Messages with Siri setting gone in iOS 13.5?

I updated to iOS 13.5 last night, and today Siri is no longer reading my incoming messages on my AirPods Pro.

According to this article, there should be a setting for "Announce Messages with Siri" under Settings > Notifications. However, my iPhone is not showing this setting:

I shut down my iPhone then turned it back on, and now the setting has reappeared.
