I am setting up my iPhone 11 I got today and the software update 13.3 is not downloading and I’m using the transfer from my iPhone 7 and the iPhone 11 is stuck on the system update screen I wanted to know how to get passed it

Try Updating Using Your Computer:
Go Here: Update your iPhone - Apple Support. Scroll Down to: "Update your device using your computer".
You would connect your iPhone to your computer, installing the update by use of iTunes on the computer. So, use the above link. If using your computer, and you have no Wi-Fi signal, then find a location to plug your laptop into. At home, use an Ethernet cable: connect your computer to your router to access downloads.
