I am trying to create an apple ID for my son, who is 12, and every time I try and create one through the Family Sharing function on Mac or iPad, , it won't let me create an ID. It says;

"to create an account for a child, you must verify that you are an adult using a valid credit or debit card. Update your information on iTunes"


I have a valid payment method, and I've updated it several times, so I'm confused as to why it won't accept it. It's quite frustrating.

Or fill out and submit this form.          The form is for iTunes, but it will get passed to the ID Support section.
