Where do I shut off "Cloud Music Library"?

Every time I try to sync the music from my MacBook (Catalina) to my iPhone, I get this message,

You can play and download songs on all your devices. To sync music from this computer, turn off Cloud Music Library.

My next question, which could have been answered by Apple right there in this message itself is, where? I can't find this anywhere on my MacBook's "System Preferences". And "Settings/Music" on my iPhone 11 (iOS13) does not have a "turn off Cloud Music Library" setting. Internet searches show instructions for how to easily shut it off in older iOS software, but not the current app.

How do I follow these instructions?

On your Mac

  1. Open the Apple Music app.
  2. From the menu bar at the top of your screen, choose Music > Preferences.
  3. Go to the General tab and select Sync Library to turn it on. If you don't subscribe to Apple Music or iTunes Match, you won’t see an option to turn on Sync Library.
  4. Click OK.
