Apple Pay Works on Watch But Not Phone.

When I try to use Apple Pay on my iPhone X in stores it doesn’t register on any readers. When I use Apple Pay on my series 3 apple watch, it immediately registers on those same readers. I’ve tried restarting the phone, signing out my account and signing back in, and removing all cards and adding them back in. I haven’t received any error messages, so is it fair to say this is a hardware issue?
