How do I keep my phone from using Safari for web access?

How do I keep my phone from using Safari for web access? I hate Safari and have shut it off everything I can find. But it still tries to use Safari to open my apps. When I'm not on WiFi it tells me "Safari cannot open the page because your iPhone is not connected to the internet." Well I don't WANT Safari to connect me. I want Chrome. How do I fix this??
