I can not change the screen time password on my kids phones. They have figured it out. I went through the family sharing screen time function and selected change password, put in a new 4 digit code and the password is still the old password.

Thank you for reporting back. Have you had a chance to update the kids' devices to iOS 13.3.1 yet? If not, try updating to see if that has an impact. I have a friend that uses Screen Time to manage her son's usage, and she mentioned a similar issue. The new passcode updated on his device after she updated the software.
Update your iPhone, iPad, or iPod touch
Remember to make sure they have backups first.

First, you mentioned the steps you took to adjust the passcode. Be sure that you've followed these steps from Use Screen Time on your iPhone, iPad, or iPod touch.
"To change or turn off the passcode on your child's device, go to Settings > Screen Time, and tap [your child's name]. Then tap Change Screen Time Passcode or Turn Off Screen Time Passcode, and authenticate the change with Face ID, Touch ID, or your device passcode."
I want to make sure you changed your child’s passcode instead of your own. If you did, you might try again and this time restart both your device and theirs after.

I checked his phone and mine are both up to date. I even turned off screen time and then turned it back on. It even asked me for a passcode and his phone says the new code is invalid and continues to accept the old code.
Unfortunately, this did not work. The password changed on the Parent phone. But the old password remained on the child phone, which they know. This is why I need to change the password.
I am having the same problem and have been through the same steps. Has a solution been found?
