how can I re-sync my Document files on my MacBook. They appear in my files app on my iPhone, but not on my computer... even though documents are selected in my iCloud account on my MacBook???

You can try turning syncing off for a short while and then turning it back on. And, you can signing out of iCloud for a short while and then signing back in. I take it your are getting freezing. You might try using an Ethernet cable.
I want to add that if either solution works it may take some time for the sync process to start.
I tried the good ole turn the MacBook off. Then I turned off sync in my iCloud account then back on and it began repopulating the files.
