On Ipad pro 11(2018) Ipados 13.3.1. I can't create or rename a file the app just freezes and only shows me two blue dots where you normally type in the name of the folder. It does that only when the predictions or shortcut are turned off on the keyboard preferences.
Does anyone has the same issue?

Lets try to localise the issue. if you are using an external keyboard, remove it entirely, then force-restart and test again - without the external keyboard.
Back to basics... this may seem a silly question, but how are you attempting to invoke creation or renaming of a folder?
In iPadOS13.x, to rename a folder in the Files App, long-touch the folder that you wish to rename - and an Action Menu will appear. Select “Rename” from the menu.
I confirm having the same problem.
I have trouble with both renaming or creating folder.

I restart it, hard restart, restore settings, restore keyboards, update it but nothing changed
