What happened to that info that used to be available through the native Health app? It used to allow you to list your ICE contacts, medications, allergies. All of that seemed to disappear with IOS 13.

It is still there - albeit probably in a different place.
Tap on your avatar in the upper right hand corner and tap Medical ID. If you need to edit it, tap Edit in the upper right hard corner.
